GNA CAA Governance Model
A citizen-driven governance and accountability framework strengthening grassroots development, promoting transparency, and establishing measurable reputational accountability across Nigeria.
The Fourth Tier Governance Model
The GNA CAA Governance Model is a citizen-driven governance and accountability framework developed to strengthen grassroots development, promote transparency, enhance civic participation, and establish measurable reputational accountability across Nigeria.
Often described as a "Fourth Tier Governance Model," it is not intended to replace constitutional government institutions. Rather, it serves as a structured civic accountability and development coordination system that complements Nigeria's existing Federal, State, and Local Government structures.

For decades, Nigeria has faced persistent governance and developmental challenges, especially at the grassroots level.
Weak Local Governance
Local structures often lack capacity to deliver meaningful services to communities.
Poor Infrastructure Monitoring
Projects are announced but rarely tracked to completion, leaving communities underserved.
Incomplete Project Execution
Abandoned projects litter every state, wasting billions in public funds annually.
Lack of Transparency
Citizens remain in the dark about budgets, spending, and decision-making processes.
Corruption & Weak Oversight
Weak accountability mechanisms enable graft to thrive at every level of government.
Citizen Disengagement
Voter turnout is low and civic participation remains passive rather than active.
Limited Community Participation
Grassroots voices are excluded from planning and policy formulation processes.
CAA Core Objectives
Empower Citizens
Enable active governance participation at every level.
Improve Accountability
Build public accountability through transparent reporting.
Encourage Competition
Inspire developmental competition among communities.
Structured Reporting
Establish grassroots reporting systems that work.
Performance Records
Build transparent records for public office holders.
Diaspora Engagement
Enable Nigerians abroad to contribute meaningfully to national development.
The framework strongly aligns with local government autonomy, participatory governance, civic technology, diaspora engagement, data-driven governance, and measurable performance evaluation.
Citizens Accountability & Advancement
In some GNA documentation, CAA may also be described as Community Accountability Architecture or Civic Accountability & Advancement. The underlying philosophy remains consistent across every interpretation.
CAA is a structured, citizen-driven mechanism for accountability, development coordination, transparency, and grassroots transformation. It places power back in the hands of the people.
